The New S.N.A.P.

Welcome to the SUBOA New Applicant Program. We’ve made changes. We had to because of Covid-19. We also wanted to embrace the the world we now know so classes are offered via Zoom, Google Classroom and in conjunction with IAABO University. We feel IAABO University provides a robust online learning opportunity which we can enhance with “hands-on” education. Okay, computer contact isn’t hands-on but we still provide learning on a personal, face to face way with the ability for you to ask and answer questions. Please, take advantage of our 50 years of training basketball officials!

  • NYSUBOA SNAP Fee – $100 – Live, online lessons and email support.
    • Includes Rule &  Case Book. 
  • NYSUBOA Floor Fee – $50 – Floor work provides mechanics, game practice and floor exam. Students must provide their own uniform.* 
  • IAABO University – $50 fee – for online class and certification exam.
  • NYSUBOA Member Fee – First year FREE!
  • $50 due before first class – Class Fee Total – $200
  • Pre-Registration Required. 

Class includes NYSUBOA – SNAP Lessons (10) in conjunction with IAABO Sessions (10). NYS-SNAP Lessons REINFORCE IAABO U Sessions online by “Teaching the Book Rule By Rule”. Review, Test Prep and IAABO Certification Test included. 

NYSUBOA SNAP Online Learning – Class Dates 

Thursdays – December 3, 10, 17, January 7, 14, 21, 28, February 4 

IAABO U – Online Learning – Mondays – self paced – MANDATORY. All student questions submitted by email Monday and Tuesday to NYSUBOA Instructors will be answered by email before Thursday NYS-SNAP Class. 

NYS-SNAP Applicants will be required to take the IAABO Certification Exam February 8, 2021. IAABO Certification due by February 15 

Class starts in December and prepares NYSUBOA SNAP applicants for AAU and Spring/Summer basketball. Work during the Spring/Summer will prepare applicants for a Fall 2021 PSAL schedule. It is assumed Covid-19 will eliminate Winter PSAL basketball. If there is a delayed season, applicants will be eligible for PSAL JV upon successful certification and completion of the NYSUBOA Floor Exam (TBA).

Boys PSAL

Good morning PSAL Boys basketball referees, We thank you for your work and continued efforts that support PSAL basketball. We rely on your professionalism, punctuality, and enforcement of the rules of the game.

As we move into the second half of the PSAL basketball season we ask for your consistent professionalism and continued rules enforcement. Please read and follow these reminders:

1. Please arrive at least 30 minutes prior to scheduled start time and conduct a pre-game

2. Please communicate all game reports directly to your Assignor upon game completion

3. Please communicate any player / coach ejections in your brief summary email; include player / coach name, number, and school name; include quarter and time on the clock

4. If you EJECT a coach, please ask if there is a PSAL certified teacher / coach to replace the ejected coach? Please allow 5 minutes for the school / team to produce a PSAL certified teacher / coach. If the school / team produces a coach, please write the person’s name in the official book and continue the game 5. If the school / team does not produce a PSAL certified teacher / coach please conclude the game and report information to your Assignor.

It is with regret we have been informed of the recent passing of Dolores Layne, mother of Archie Layne, NYCGBOA Member-at-Large.

Basketball Terminology

To answer questions from coaches and players, get in the habit of using Basketball Terminology. This is a list of phrases you should know and use:

Act of shooting | Airborne shooter

Freedom of movement | Displacement

Offensive initiated contact | Vertical defender

Established | Maintained | Legal guarding position

Laterally | Obliquely | Moving forward

Illegal contact | Incidental contact

Unnecessary |Excessive | Severe contact

Wind up| Impact | Follow through

Time and distance| open angle

Point of contact | closed look

Vulnerable position | Potential for injury

Jumped A to B | Jumped straight up

Verticality |Vertical plane | Defender wasn’t vertical

The shooter has the right to land| Landing space

PSAL Basketball Officials

The PSAL regular season tipped off on Monday, November 18. As you take the court to officiate games, on behalf of the PSAL, I would like to thank you for the valuable work you do. The PSAL office schedules 3000 + basketball games each year. You are with us, in partnership every step of the way, preserving and enforcing the rules of the game. Please remember the important reminders below as you carry out your responsibilities on the court. We appreciate your efforts. – Danny Harris

Quick Reference Guide – Officials Expectations / Home team expectations

  • 1. Please confirm your game assignment with your PSAL Assignor and confirm assignment on http://www.psal.org prior to departure to your game
  • 2. Arrive on time and conduct appropriate pre-game with partners (at least 30 min. prior to tipoff)
  • 3. Appearance – dress and groom appropriately. Make a good first impression
  • 4. Identify and introduce yourself to coaches, student-athletes, and table personnel
  • 5. Know the rules & enforce the rules (PSAL Rules & NFHS Rules)
  • 6. Enforce the No Tolerance for Fighting and Profanity policies. No Tolerance means no warnings, no explanations, and no negotiations.
  • 7. Manage the game
  • 8. Be aware of safety concerns
  • 9. Enforce bench & spectator decorum
  • 10. De-escalate situations
  • 11. If you eject players or coaches, immediately note ejection in scorebook, record the school name, name(s) and number(s) of all player(s) involved, and report to Assignor
  • 12. The home team must provide a safe and suitable environment for entrance/ exit and competition
  • 13. The home team must provide a safe and suitable office, room, or locker room for you to change pre and post-game
  • 14. The home team must provide functional score clock and shot clocks
  • 15. Please contact your Assignor if a team has not arrived at the game location within 30 minutes of the scheduled start time
